VEHICLE 1 WAS NORTHBOUND ON 5TH AVE AT A HIGH RATE OF SPEED AND "POPPING WHEELIES." THE VEHICLE STRUCK THE CURB, BLOWING THE TIRE AND CAUSING THE VEHICLE TO OVERTURN SEVERAL TIMES.
