V1 WAS NORTHBOUND ON HIGHWAY 165. V2 (CRANE) WAS MANEUVERING TO CLEAR UTILITY LINES. THE CRANE BOOM WAS ACROSS BOTH LANES OF TRAFFIC. V1 DROVE INTO THE LOWER HALF OF THE BOOM.
